I read that the people thought he was talking about lowering the workers’ wages, not bread prices ( he was kind to the poor) and hence the riot.
Yes, it sounds like he was talking about market forces, but all people heard was what he was going to do. A misunderstanding (or a bit of "tin ear" politics) that still plays out today.
